ADF Escalates Attacks in Eastern DRC Despite Military Successes

The Islamic State-aligned Allied Democratic Forces (ADF) is intensifying attacks in eastern DRC, killing at least 67 civilians in March alone across multiple attacks. Despite tactical successes against ADF commanders, including the killing of senior leader Defender Kasibandi in March, the group continues to expand geographically and adapt tactics.

Military operations under Operation Shujaa (joint Congolese-Ugandan forces) have failed to contain the ADF, with cleared areas being re-infiltrated within weeks. The ADF generates significant revenue through ransom demands—abducting 544 civilians in March alone with ransoms of $2,500-$10,000 per person. This lucrative conflict economy, combined with forced recruitment through marriage and indoctrination, has strengthened rather than weakened the group.

Security experts warn that purely military approaches have backfired, pushing the ADF to disperse and adopt mobile tactics. With Nigeria having peacekeeping troops in the region, the situation highlights how regional conflicts can escalate despite military intervention. The DRC situation shows that addressing root causes—governance failures, economic incentives for conflict, and civilian protection—is essential for sustainable security.
