China envoy details four-point mining plan for Africa, stresses Nigeria's resource control
Chinese Ambassador to Nigeria Yu Dunhai elaborated on President Xi Jinping's four-point proposal for China-Africa mining cooperation during remarks following Botswana President Duma Gideon Boko's state visit to China on October 13, 2026. The ambassador stressed that African resources must remain under African control, correcting historical inequities in global value chains where Africa remains at the lower end. He emphasized China's support for Nigeria independently charting its mining development path, ensuring decision-making power and resource benefits stay with Nigerians.
Yu Dunhai outlined the four points: upholding mutual benefit and win-win results through skills training, technology transfer, and community contributions by Chinese enterprises in Nigeria; pursuing high-quality development by promoting local processing and value addition to avoid the 'resource curse'; and maintaining a fair, open environment free from geopolitical rivalry over minerals. He specifically linked this to Nigeria's 'Renewed Hope' Agenda, noting alignment between China's 15th Five-Year Plan and Nigeria's goals to build a complete industrial system through deep processing of minerals.
The ambassador reiterated China's zero-tolerance policy for illegal mining by its enterprises in Nigeria, stating the majority operate lawfully while supporting stronger governance. He called for joint efforts to regulate market order and combat illicit activities, ensuring resource development serves African peoples' advancement. This framework shapes future China-Nigeria mining cooperation toward sustainable, value-driven partnerships.
With Nigeria seeking to maximize benefits from its solid minerals sector through local refining and job creation, will these principles translate into tangible value addition projects that move beyond raw material exports, or will cooperation remain focused on extraction with limited downstream impact for Nigerian communities?
