CPPE warns corruption could derail Nigeria's new social programmes without safeguards
The Centre for the Promotion of Private Enterprise (CPPE) warned in a July 20, 2026 policy brief that corruption, fund diversion, and political interference could undermine Nigeria's new World Bank-backed social intervention programmes without strong safeguards. While praising the NG-CARES AF, SOLID, and HOPE series (GOV, PHC, EDU) as vital for cushioning economic reforms on vulnerable Nigerians, CPPE CEO Dr. Muda Yusuf stressed that execution—not just design—is the biggest risk.
The effectiveness hinges on transparent implementation, leak-proof systems, and beneficiary selection free from political influence. Failure could dilute programme impact and erode public trust in broader reforms. Notably, 20 states are set to receive a combined $27 million in performance-based grants under the HOPE Governance Programme after meeting education, healthcare, and public financial management targets.
CPPE stressed that social protections must complement—not replace—structural reforms tackling insecurity, food inflation, and infrastructure gaps. They urged adapting international models to local realities rather than copying them outright.
