Aliko Dangote and Kenya’s President William Ruto are set to break ground on a $16 billion oil refinery in Lamu County, Kenya, with construction expected to take three years and completion by 2030. The facility will process 700,000 barrels of crude per day, making it one of Africa’s largest refineries, and will include a 1,000‑megawatt power plant to support operations and nearby industries.

The project promises about 60,000 jobs at peak construction and aims to supply refined petroleum to Kenya, South Sudan, Uganda, Burundi and the DRC, reducing the region’s reliance on imported fuel. However, the groundbreaking faces opposition: residents of Chandavai have sued alleging forced eviction and inadequate compensation, while activists question whether proper environmental impact assessments and public participation were conducted. The Malindi Environment and Land Court has temporarily halted construction pending a hearing.

Dangote dismisses the protests, insisting compensation was fair and that the refinery will proceed as planned, noting his Lagos refinery as a model. He also defends siting the refinery in a non‑oil‑producing Kenya, citing Singapore’s example, and says unreliable electricity remains a major barrier to African industrialisation.

For Nigerians, the project signals Dangote’s continued continental expansion after the Lagos refinery, potentially influencing regional fuel markets, creating cross‑border business opportunities, and raising questions about how large infrastructure projects manage community relations and land rights.
