Ghana's Bank of Ghana and Rwanda's National Bank signed the first African fintech license passport agreement, allowing licensed fintechs to operate in both countries with minimal extra approvals and aiming to make cross-border payments interoperable. This development was highlighted at the FinTech Forum in Kigali and presented as a potential model for Francophone Africa, where startups grapple with outdated regulations, bureaucratic inertia, and OHADA's rigid legal structures that hinder modern financing tools like SAFEs and restrict foreign currency flows. Francophone entrepreneurs using the CFA franc face additional hurdles because the West African (XOF) and Central African (XAF) francs, while pegged to the euro, are not interchangeable, forcing conversions via Paris.
