Israel's Knesset passed a law on Monday, March 30, 2026, mandating death by hanging for West Bank Palestinians convicted of deadly terror attacks in military courts. The law applies only to Palestinians from the occupied West Bank; Israeli citizens tried in civilian courts are explicitly excluded. Courts can commute sentences to life imprisonment only under "special circumstances," and executions must occur within 90 days of sentencing, though the Prime Minister can delay up to 180 days. It takes effect within 30 days, removes pardon rights, and allows conviction by a simple majority of judges rather than unanimous decision.

National Security Minister Itamar Ben Gvir, who spearheaded the legislation, said: "No more revolving door for terrorists. Whoever chooses terrorism chooses death." However, UN High Commissioner for Human Rights Volker Türk called the law "deeply discriminatory" and inconsistent with Israel's international law obligations, warning it raises "the unacceptable risk of executing innocent people." The European Union noted it marks a "grave regression" from Israel's de facto moratorium on executions. The Palestinian Ministry of Foreign Affairs described it as a "dangerous escalation" and accused Israel of "legitimizing extrajudicial killing under legislative cover."
