Kenya’s Investment Authority is reviving a 2019 plan to grant permanent residency to foreign investors who commit substantial capital and create jobs, aiming to boost Nairobi’s appeal as East Africa’s top investment hub. The proposal, still without set investment thresholds or qualifying sectors, would require legislation because immigration policy falls outside the agency’s mandate. For Nigerian venture capitalists and startup founders, the move could ease the burden of renewing work permits and make Nairobi a more stable base for long‑term operations, especially when competing with South Africa’s $729,000 investor residency, Mauritius’ $375,000 threshold, and Kigali’s incentives. Kenya already hosts regional offices for firms like Antler, Capria Ventures, Delta40 and Enza Capital, and its startups pulled in $984 million in 2025 – the continent’s highest – led by climate and energy tech deals.
