Lagos State Government attributes current flooding to rising lagoon water levels preventing stormwater drainage. Commissioner for Environment Tokunbo Wahab explained in a Monday X post that lagoon levels have increased by approximately one metre, impeding stormwater flow from drainage channels into the lagoon and causing temporary flooding in affected areas. He noted that as rainfall subsides and lagoon levels recede, accumulated stormwater will drain naturally, urging residents to remain patient and exercise caution while agencies monitor the situation.

This explanation comes amid flooding disrupting movement across Lagos since the rainy season began. Wahab cited structural factors including Lagos' coastal geography (one-third lagoons/rivers/swamps), areas below sea level like Lagos Island corridor, rapid urbanisation, wetland/mangrove loss, illegal land reclamation, and tidal locking. The government cites recent actions: desilting channels via Emergency Flood Abatement Gang (EFAG), issuing pre-rainy season advisories, and removing drainage obstructions. In September 2025, Lagos unveiled a long-term flood management strategy featuring a blue-green network with estate lakes, canals, pumps, flap gates, and wetland restoration to store/release stormwater, plus enforcing drainage rights and requiring on-site water retention in developments.
