Nigerian lawyer Ibrahim Pam appointed Acting World Bank CAO Director-General effective August 2, 2026
Nigerian international lawyer and anti-corruption specialist Ibrahim James Pam has been appointed Acting Director-General of the World Bank Group's Compliance Advisor Ombudsman (CAO), effective August 2, 2026. Pam, currently Chair of the World Bank Inspection Panel, will serve in this interim role pending appointment of a substantive Director-General for the World Bank Group Independent Accountability Mechanism.
The appointment, approved by World Bank Group Boards, ensures continuity during CAO's leadership transition. Pam brings extensive experience in international law, anti-corruption, human rights, and institutional accountability from roles with UN missions, African Development Bank, ICC, and Nigeria's ICPC where he earned a Chevening Scholarship for LSE studies.
As CAO Director-General, Pam will oversee the independent accountability mechanism handling complaints from communities affected by IFC and MIGA-funded projects while promoting environmental and social accountability standards globally.
