NUPRC, NNRA align frameworks to reduce oil industry compliance costs
Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Nigerian Nuclear Regulatory Authority (NNRA) have begun aligning regulatory frameworks to strengthen radiological safety standards and reduce compliance costs for oil and gas operators. The collaboration was agreed during a meeting in Abuja between NUPRC CEO Oritsemeyiwa Eyesan and NNRA DG Yau Idris.
The initiative aims to eliminate regulatory overlaps, address oversight gaps, and establish more efficient compliance processes. Under the proposed framework, NNRA will ensure radiological impact assessments are incorporated into Environmental Impact Assessments, while NORM management procedures will be integrated into petroleum environmental guidelines.
Oil and gas operations frequently bring Naturally Occurring Radioactive Materials to the surface, with extensive use of radioactive technologies in well logging, industrial radiography, and nucleonic gauging. The partnership will enable both agencies to exchange information more effectively and implement a single-window approach where operators don't need to submit the same data twice.
This collaboration addresses current financial burdens caused by overlapping laws and compliance requirements. Both agencies have designated senior officials to identify specific areas where cooperation can improve regulatory outcomes while strengthening Nigeria's attractiveness as an investment destination.
Will this regulatory alignment reduce operational costs enough to make Nigerian oil operations more competitive globally, or are there additional reforms needed to truly transform investment attractiveness?
