Wole Olaoye argues Nigeria's escalating insecurity demands immediate state police implementation, criticizing the military's misuse for police duties they're untrained for. He cites gallows humor reflecting public despair, IDP camps becoming permanent settlements, and road travel nightmares affecting tourism and education.

Olaoye highlights IGP Tunji Disu's 60-month framework for state police but insists 18 months is sufficient. The proposal features Federal Police Service handling terrorism/interstate crime while 37 State Police Services tackle local crimes like armed robbery and domestic violence. Key safeguards include independent State Police Service Commissions, ombudsmen, body-worn cameras, and a National Police Standards Board to enforce uniform standards.

Constitutional amendments are needed: shifting policing from Exclusive to Concurrent List via Section 214 changes and adding Section 214A for the Standards Board. Olaoye rejects pessimism about governor influence, urging stakeholders to refine the law during its drafting phase to prevent political misuse of state forces.
