South Africa's Reserve Bank published a draft framework requiring offshore payment processors like those for Temu and Shein to register as local companies, partner with authorized dealer banks, and get FinSurv approval before processing card payments. According to TechCabal, this aims to fix the gap where ~R10 billion ($610 million) spent in 2025 lacked local consumer protections for issues like non-delivery or defective goods.

For Nigerians using these platforms, this could mean improved dispute resolution if platforms comply, but also potential cost increases as platforms absorb compliance expenses. The National Consumer Commission and CGSO additionally propose requiring local representatives for complaint handling - a direct response to current scenarios where African shoppers have no local recourse when orders fail.

The framework remains open for public comment, giving stakeholders including Nigerian consumers and associations a chance to shape final rules. Meanwhile, local retailers argue platforms like Temu and Shein exploit import tax loopholes while avoiding domestic compliance costs, especially after Amazon's dedicated SA launch in 2024.
