The clause was redrafted to maintain electronic transmission while omitting real-time requirements. Bamidele cited Nigeria's broadband coverage at 44.53% penetration and mobile network reliability ranking 85th globally at 44.14 Mbps. Fixed broadband ranked 129th at 33.32 Mbps. Additionally, 85 million Nigerians lack grid electricity despite 12,000-13,500MW generation capacity. The Senate prioritized stability over real-time transmission to align with current capabilities while maintaining transparency.
