SERAP demands NDPC probe AI-generated photos in INEC voter register
SERAP has urged President Tinubu to direct NDPC chief Vincent Olatunji to investigate suspected AI-generated photographs and questionable records in INEC's preliminary Register of Voters published last month. In a letter dated October 31 signed by Deputy Director Kolawole Oluwadare, SERAP demands the NDPC establish the extent of irregularities, identify those responsible, and ensure affected Nigerians can verify and correct their records before the final register is certified on December 15.
INEC acknowledged on October 27 that "suspected AI-generated photographs" appeared in the preliminary register published online, and that "questionable registration records" were flagged during the nationwide display from October 9 to 15. The commission says it has commenced review and corrective action, but insists the preliminary register is not the final certified version.
SERAP cites the Nigeria Data Protection Act 2023—Sections 24 and 39 requiring accurate, secure data processing; Section 40 mandating breach notification within 72 hours; and Section 65 on personal data breach definitions. The organisation argues INEC's internal review cannot substitute for the NDPC's independent statutory mandate.
With the 2027 general elections approaching, the integrity of a database holding millions of Nigerians' personal data is at stake. SERAP has given a seven-day ultimatum for action or faces legal proceedings.
Have you checked your voter registration details online, and would you know how to challenge an error if your photo or data appeared altered?
