'Timi outlines 4-point plan to transform Niger Delta economy amid staggering poverty
'Timi Alaibe presented a four-pillar framework for Niger Delta economic transformation at a Nigeria Institute of Management Summit, identifying gas flaring losses of approximately $1.1 billion in 2024 and citing multidimensional poverty rates of 88.5% in Bayelsa, 75.4% in Cross River, 71.3% in Akwa Ibom, 56.0% in Delta, and 41.6% in Rivers State from a 2022 NBS/UNDP report. He argued the region's wealth isn't lacking but lacks infrastructure to connect assets into a functional economic system.
The four pillars are: 1) Deepening petrochemicals value chain through refining, marine logistics, and gas commercialization instead of flaring, including implementing the Petroleum Industry Act and strengthening domestic crude supply for refineries like Dangote's; 2) Human capital innovation via skills corridors, talent registries, and industry-academia collaboration; 3) Infrastructure development focusing on free zones (Onne, Warri, Brass), ports, and logistics to create connected industrial clusters; 4) Security as economic enabler through technical surveillance, community frameworks, and institutional coordination, noting Host Community Development Trusts reached ₦373 billion by October 2025 with 536 ongoing projects.
Alaibe emphasized that sustainable development requires moving beyond extraction to processing, logistics, manufacturing, and value addition, while integrating with Africa Continental Free Trade Area and cleaner energy. He stressed that effective security must include local community participation, citing NEITI data showing 79% reduction in oil theft from 2022-2023 through community-based pipeline protection.
