US Judge Blocks Trump Visa Limits on Students, Journalists Pending Oct Hearing
A US federal judge on Monday postponed implementation of a Trump administration policy that would impose stricter limits on how long foreign students and journalists can stay in the United States. District Judge Dennis Saylor issued a preliminary injunction just one day before the new Department of Homeland Security rules were set to take effect. Under the blocked policy, student visa holders would be limited to a maximum of four years before needing to apply for an extension, down from the current allowance to remain for the duration of their studies. Foreign journalists would face a 240‑day (about eight‑month) cap, with Chinese journalists limited to 90‑day stays, both renewable only at the discretion of DHS officials with no right of appeal.
The injunction comes after a coalition of university, teacher and journalist unions sued, arguing the restrictions would harm academic research and press freedom. Judge Saylor expressed skepticism, calling the national‑security justification "absurd" and noting the current system has enabled tens of millions of foreign students to contribute to groundbreaking research, economic growth and technological advances.
