West Africa’s low unemployment masks high informal work and poverty risks

In 2025, West Africa recorded an unemployment rate of just 2.9%, but 91.2% of employed people worked informally, the highest share globally. Over a third of employed Africans live in working poverty, earning less than $2.15 a day, and fewer than one in five have any social protection such as healthcare or pensions. Women face greater vulnerability: 88.6% of employed women in Africa are informally employed versus 81.2% of men, and they shoulder 4.1 times more unpaid care work, limiting paid opportunities. These figures show that having a job does not guarantee escaping poverty or security, especially in the informal sector where earnings are unstable and benefits absent.

For Nigerians, this means a low headline unemployment rate hides the reality that most work lacks stability, legal protection, or a path out of poverty. Households remain exposed to income shocks, and reliance on informal trade, transport, or agriculture offers little upward mobility. The data stresses that job quality, not just job creation, determines whether economic growth improves livelihoods.

Policymakers must prioritize formalizing work, expanding social protection, and improving productivity in informal sectors. Individuals should consider skill development for formal opportunities, advocate for stronger labor protections, and weigh the risks of informal income when planning household finances.
