U.S. Trade Representative Jamieson Greer declared the World Trade Organisation will have only a limited future role in global trade policy following a failed ministerial meeting in Cameroon. The conference ended in an impasse after Brazil and Turkey blocked the extension of a 28-year e-commerce moratorium, which had prevented tariffs on digital transmissions. Greer expressed deep disappointment, stating the meeting confirmed his scepticism about the WTO's value and criticised the lack of seriousness among member states on reform.

The lapse of the moratorium means countries can now theoretically impose tariffs on cross-border data flows. However, Greer noted the U.S. has already secured bilateral commitments from most major trading partners not to tax U.S. digital transmissions. He vowed the U.S. will pursue these 'commonsense' rules outside the WTO with other interested nations.

For Nigeria, this signals a shift away from multilateral rules-based trade towards a landscape of fragmented bilateral deals. Nigerian digital services exporters and tech firms could face new tariff barriers in non-U.S.-aligned markets. The move may pressure Nigeria to choose between aligning with U.S.-led initiatives or supporting a reformed, but currently weakened, WTO. The decision impacts Nigeria's negotiating power and the cost structure of its growing digital economy.
